Only civil clocks jump

Daylight saving moves the local hour. UTC does not. A London-New York meeting that was five hours apart can be four hours apart for a few weeks in spring and autumn.

Not everywhere

Many zones never change

Arizona (except the Navajo Nation), Hawaii, and most of Asia stay on one offset all year. Phoenix is Mountain Standard Time in July.
